YEAR of the NURSE: MCNA reboot ... call for officer nominations, membership

We had planned for a reboot at the nurse week celebration, but Covid 19 has put a squash on any face to face meetings for the forseeable future. that said, there was a brief leadership meeting immediately following the College of Central Florida Advisory Meeting last week. Sabrina Braun, who volunteered to be President last May, has picked up the baton and is ready to run. she needs OFFICERS. please volunteer if you are ready!
HERE are the current bylaws, on file with the state of Florida.

MARION COUNTY NURSES ASSOCIATION, INC.
BYLAWS
Article I. Name
The name of this Association shall be Marion County Nurses Association, Inc., incorporated under the laws of the state of Florida. The organization shall hereinafter be referred to as MCNA in these bylaws and other official documents.
Article II. Mission
The mission of MCNA is to:
Foster high standards of nursing practice.
- Promote the professional and educational advancement of nurses.
- Promote the welfare of nurses to the end that all people may have better nursing care.
- Promote the health and welfare of our community.
- Represent ALL of nursing regardless of specialty or practice area.
Article III. Function:
The function of the MCNA shall be to:
- Advocate standards of nursing practice, nursing education, and nursing services.
- Act and speak for the nursing profession before allied professional, community and governmental groups on issues of importance to the profession including legislation and governmental programs.
- Develop and maintain relationships with nursing organizations, allied health, nursing students and consumer groups.
- Promote adherence to the ANA Code of Ethics.
- Promote and protect the economic and general welfare of nurses.
- Promote the continuing professional development of nurses.
- Assume an active role as consumer advocate.
- Initiate and influence legislation, governmental programs and national health policy.
- Support systematic study, evaluation and research in nursing.
Article IV. MEMBERSHIP
Full members shall be any registered nurse living or working in Marion or adjacent county in good standing with the Florida State Board of Nursing who requests membership.
Full members may vote for officers and hold office in the organization.
Associate members shall be any person interested in fostering the mission of MCNA. This includes retired and disabled nurses, licensed practical nurses, physicians, etc.
Student members are students enrolled in a program that prepares registered nurses.
All members may attend meetings, conventions, Board of Directors and Committee Meetings, and other unrestricted functions of MCNA.
Article V. Dues
The annual dues for a member of the MCNA shall be set by the MCNA Board of Directors.
Nurses who qualify for one of the following categories may elect to pay 50 percent of the annual dues:
- Nurses who are not employed
- Students who are registered nurses in full-time study
- Graduates of basic nursing programs for the first year of membership if initiated within six months following graduation.
- Nurses 62 years of age or older who are not earning more than the Social Security system allows without loss of Social Security payments.
- Nurses can appeal to the board to have dues waived for financial hardship
- Nurses already dues paying members of other national nursing associations may request to have dues waived.
Article VI. MEETINGS
Regular meetings will be held quarterly in person, by telephone, or by e-mail.
Business which requires action by the Executive Committee between regular meetings may be conducted by email or telephone, subject to ratification at the next general meeting.
The rules contained in Robert’s Rules of Order, newly revised shall govern the meetings of MCNA in all cases to which they are applicable and in which they are not inconsistent with the Bylaws.
Article VII. OFFICERS
There shall be an Executive Committee composed of the founders (Mary Clark, Alison Brewer and Carol Blakeman, which shall have all the powers necessary to transact business between regular meetings.
The officers shall be the President, Vice President, and Secretary/Treasurer.
Officers shall perform the duties prescribed by these Bylaws, as ascribed by the MCNA, and as directed by the Executive Committee.
Term of office for the founders will be indefinite, until a qualified RN or ARNP expresses interest in appointment or election to the executive committee. The founders will maintain leadership MCNA until such time. When there appears a qualified interested member, the executive committee will expand to include that member. Founders Mary Clark, Alison Brewer, and Carol Blakeman will keep a position on the executive committee; additional positions can be created by the founders as needed.
Duties of the Officers:
The President shall:
- Preside over general meetings.
- Chair the Executive Committee.
- Maintain ex-officio membership of all committees except Nominating Committee.
The Vice President shall:
- Act as an assistant to the President.
- In the absence of the President, assume the duties of the President.
- In the event of a vacancy occurring in the office of the President, succeed to the office of the President.
The Secretary/Treasurer shall:
- Maintain all correspondence of MCNA, including newsletter.
- Assumes the position of Recording Secretary if that position is absent and/or vacated.
- Keep the minutes of all meetings, including the general meetings of MCNA and the Executive Committee.
- Report to the Executive committee the financial standing of MCNA.
- Make a full report at each MCNA meeting.
- Maintain a balanced budget.
Article VIII. COMMITTEES
Temporary committees may be assembled as necessary by the President and/or majority vote of the Executive Committee.
The President shall appoint the chairperson of each committee.
Either the President or the chairperson of each committee may appoint committee members.
The President shall serve as an ex officio member of the committee.
Article IX. AMENDMENTS
These bylaws may be amended at a regular meeting, providing written notice of the intent to amend has been included in the agenda of the meeting and sent to members via mail and /or email prior to the regular meeting.
These Bylaws may be amended without previous notice at any regular meeting by 90% of the members present and voting.
Article X. DISSOLUTION
MCNA will be dissolved if the Board of Directors or officers fail to comply with the Bylaws, or for other cause deemed sufficient.
Funds remaining in the treasury shall be distributed to like associations or to established nursing scholarships, as agreed upon by remaining members of the Board of directors
